Long before Yellowstone became a national park, and long before Montana became a state, a civil engineer with a West Point education he never formally completed was piecing together, township by township and mountain range by mountain range, a picture of a country that had never been systematically drawn. Walter Washington De Lacy spent nearly three decades in Montana Territory as a surveyor, mapmaker, and public official, and in doing so he left behind two enduring marks on the region’s historical geography: the first reasonably accurate map of the Yellowstone country, compiled years before the park’s creation, and a body of survey work that helped translate an unmapped territory into the grid of counties, townsites, and land claims on which later settlement depended. He was not a household name in his own time, and he is not one now, but the record of his career, preserved chiefly in the archives of the Montana Historical Society and in the professional literature of surveying and park history, offers a clear window into how the American West was measured before it was settled.
De Lacy was born in Petersburg, Virginia, on February 22, 1819, the son of William and Eliza De Lacy. At fifteen he entered Mount St. Mary’s Catholic College in Emmitsburg, Maryland, graduating in 1838. The following year he sought and received an appointment to West Point, but a clerical error revoked it before he could enroll as a cadet. He remained at the academy anyway, arranging private instruction in mathematics, surveying, civil engineering, and topography, and by the age of twenty he had begun working as a civil engineer, briefly employed by the Illinois Central and the Iron Mountain Railroad (Montana Historical Society). He was commissioned a captain in the United States Army but resigned before joining his regiment, spending the next several years teaching modern languages aboard naval vessels before returning to engineering work across the American Southwest (Montana Historical Society). It was an unusual and wandering apprenticeship for a man who would spend the second half of his life fixing points on a map, but it gave him the surveying literacy that later distinguished his Montana career from that of the ordinary prospector-turned-booster.
De Lacy’s path to Montana ran through the Mullan Road. In 1859 he joined Lieutenant John Mullan’s expedition to survey and build a military wagon road connecting Fort Benton, on the upper Missouri River, to Walla Walla in Washington Territory, a project intended to link steamboat navigation on the Missouri with the interior Northwest (Montana Historical Society). He later described this assignment as the beginning of his long familiarity with the region, writing that he had explored the country “from the Bitter Root to the Big Horn River” in the years since (Nash). De Lacy was discharged from the Mullan Road project in 1860, and for four years afterward he prospected in the Pacific Northwest, part of the restless population of engineers, ex-soldiers, and fortune seekers who drifted through the mining camps of the era (Montana Historical Society). By 1864, when gold strikes at Bannack and Virginia City were drawing thousands into what would soon become Montana Territory, De Lacy laid out the townsite of Fort Benton and attended the first Montana Territorial Legislative Assembly at Bannack, which commissioned him to draft the first official map of the territory for the purpose of organizing counties (Montana Historical Society). In 1865 he platted the townsites of Deer Lodge and Argenta as well.
Before any of that civic work, however, De Lacy had already made the journey that would secure his place in Yellowstone’s documentary history. In August 1863 he joined, and was elected captain of, a prospecting party bound for the headwaters of the Snake River south of what is now Jackson Hole, Wyoming. According to the National Park Service’s historical study of the Grand Teton region, De Lacy considered himself well equipped for the trip, carrying two horses, roughly forty days of provisions, and ten dollars in gold dust, and he later attributed his election as leader partly to the fact that none of the other men knew him well enough to object (National Park Service). He set out on August 7, 1863, with twenty-six prospectors, a number that grew to forty-two after a second party joined along the way; only one member, a man named Hillerman, had any prior knowledge of the country, and he served as guide (National Park Service). At least one regional account, drawing on De Lacy’s own later writings, holds that he referred to this loosely organized and occasionally quarrelsome company as the “Forty Thieves,” though this nickname appears in only a single source consulted for this article and should be treated as a colorful but unverified detail rather than an established fact (Skagit River Journal). The expedition found little gold, but its members pushed through the Grand Canyon of the Snake, into Jackson’s Hole, and across a divide into the geyser country of the upper Firehole and Madison drainages, becoming among the first parties of white prospectors to see the thermal basins that would later define Yellowstone National Park. De Lacy named a lake encountered along the route after himself; it later became Shoshone Lake, though the adjoining DeLacy Creek in the park still carries his name (National Parks Traveler).
De Lacy’s field notes from 1863 became the raw material for a series of increasingly influential maps. His 1865 map of Montana Territory, produced at the direction of the territorial legislature, was the first attempt to organize the region’s mining camps, river systems, and proposed counties into a single document. He followed it with an expanded and updated map in 1870, compiled from his own surveys and from information gathered by other travelers, including the Cook-Folsom-Peterson party that explored the Yellowstone Lake country in 1869. That map has been described by antiquarian map specialists as one of the most important early depictions of the Yellowstone region, tracing the 1869 party’s route past the canyons, waterfalls, and thermal features of the upper Yellowstone in more detail than any previous published map (Ruderman). Crucially, the men who organized the celebrated Washburn-Langford-Doane Expedition of 1870, and Ferdinand Hayden, who led the landmark government survey of Yellowstone in 1871, both consulted De Lacy’s maps in planning their own routes, a fact that places a Montana surveyor’s fieldwork at the origin of the exploration that led directly to the creation of Yellowstone National Park in 1872. This lineage is corroborated by more than one independent account: both a summary of the Cook-Folsom-Peterson expedition and later surveying histories credit De Lacy’s 1870 map as the first to depict the full loop of Yellowstone Lake and its geyser basins in published form (Montana Cowboy Fame), while the map itself, and the annotations later owners added to surviving copies, show it in continuous use as a route guide into the 1870s (Ruderman).
De Lacy’s career after 1865 was less romantic than his prospecting days but arguably more consequential for the shape of the territory itself. During the Sioux conflicts of 1867, Acting Governor Thomas Francis Meagher commissioned him a colonel of engineers, and from 1867 to 1871 he worked in the office of the territorial Surveyor-General, producing maps connected to the projected route of the Northern Pacific Railroad (Montana Historical Society). In that capacity he took part in one of the more procedurally tangled episodes of early territorial administration: the search, in the summer and fall of 1867, for the “initial point” from which all of Montana’s public land surveys would be measured. Working alongside Surveyor-General Solomon Meredith and deputy surveyor Benjamin F. Marsh, De Lacy helped examine and ultimately reject Beaverhead Rock, the landmark recognized decades earlier by Sacagawea during the Lewis and Clark expedition, as impractical because it was hemmed in by mountains on every side. The party instead identified a low limestone hill near present-day Willow Creek, southwest of Three Forks, where they chiseled a survey mark that, after some friction with the federal General Land Office over the delay, was formally adopted as the baseline for Montana’s rectangular survey system (Nash). De Lacy’s own report on the selection, quoted in the surveying trade literature, argued that no other stretch of the territory could offer as long an uninterrupted meridian and base line for future surveys (Nash). After leaving the Surveyor-General’s office in 1871, he conducted surveys in the Smith River Valley near White Sulphur Springs and a railroad survey in Idaho’s Salmon River valley, taught civil engineering, served two years as Helena’s city engineer beginning in 1883, and by 1885 had become chief mineral clerk and later chief clerk to the United States Surveyor General, a post he held until his death (Montana Historical Society). He remained active in territorial civic life throughout, holding membership in the Montana Society of Civil Engineers, the Society of Montana Pioneers, and the Historical Society of Montana (Montana Historical Society).
De Lacy died in Helena on May 13, 1892, and his surviving papers, a modest collection of correspondence, legal documents, and personal effects, were eventually deposited with the Montana Historical Society, where they remain available to researchers today (Montana Historical Society). The collection is thin on the drama of his prospecting years and thick on the ordinary business of a working engineer’s later life: letters to family in New Orleans, records of his service in the Surveyor-General’s office, and the paperwork of a career spent largely indoors after the adventures of his younger decades. What endures more visibly than the archive is the geography itself. DeLacy Creek, which still flows into Shoshone Lake within Yellowstone National Park, carries a modified spelling of his name into the twenty-first century, and hikers who walk its six-mile trail between the Grand Loop Road and the lake are, whether they know it or not, retracing terrain a Virginia-born engineer first mapped from horseback in 1863 (National Parks Traveler). The survey monument he helped establish near Willow Creek still serves, in principle, as the mathematical origin point for land descriptions across much of Montana. Neither achievement made De Lacy famous. Both make him difficult to avoid if one wants to understand how Montana, and the park at its southern border, came to be measured, platted, and eventually settled.
